InvoiceNow becomes mandatory for every GST-registered business in Singapore between 2028 and 2031. Here is what changes in SAP, the dates that apply to you, and the options for SAP S/4HANA, SAP ECC and SAP Business One.
Short answer: InvoiceNow becomes mandatory for every GST-registered business in Singapore between 1 April 2028 and 1 April 2031, phased by annual supplies. For SAP users, it means sending invoices from SAP in the PEPPOL format through an accredited Access Point, and transmitting invoice data to IRAS. Most SAP landscapes need 6 to 12 weeks to get there.

What InvoiceNow is
InvoiceNow is Singapore's nationwide e-invoicing network. It runs on PEPPOL — the international standard for exchanging structured invoices — and is governed by IMDA. Instead of emailing PDFs, a business sends a machine-readable invoice through an accredited Access Point provider, which delivers it to the buyer's Access Point.
The GST InvoiceNow Requirement adds one step: invoice data is also transmitted to IRAS. In practice, that makes InvoiceNow a GST compliance obligation, not just an efficiency project.
The dates that apply to you
| Date | Who must use InvoiceNow |
|---|---|
| 1 May 2025 | Soft launch — any GST-registered business can adopt voluntarily |
| 1 Nov 2025 | Newly incorporated companies that register for GST voluntarily |
| 1 Apr 2026 | All new voluntary GST registrants |
| 1 Apr 2028 | New compulsory GST registrants, and existing GST-registered businesses with annual supplies of S$200,000 or less |
| 1 Apr 2029 | Existing businesses with annual supplies up to S$1 million |
| 1 Apr 2030 | Existing businesses with annual supplies up to S$4 million |
| 1 Apr 2031 | All remaining GST-registered businesses (annual supplies above S$4 million) |
The 2028–2031 schedule was announced by IRAS and IMDA at the Committee of Supply Debate 2026 (OpenPeppol summary). Always confirm your own date and threshold on IRAS's website before planning.
The practical implication: most SAP customers in Singapore — typically larger businesses — fall into the 2030 or 2031 waves. That sounds distant. It is not, once you add it to an S/4HANA migration timeline and the end of ECC mainstream maintenance on 31 December 2027.
What changes in SAP
- Invoice format: billing documents (invoices, credit notes, debit notes) must be produced in the PEPPOL format used in Singapore, not just as PDFs.
- Access Point connection: SAP must hand the e-invoice to an accredited Access Point provider and receive status messages back.
- Master data: customer and vendor records need UENs and PEPPOL participant IDs; GST codes must map cleanly to the e-invoice tax categories.
- Incoming invoices: supplier e-invoices arrive as structured data — a chance to automate accounts payable matching instead of re-keying PDFs.
- Monitoring: finance needs a daily view of rejected or failed e-invoices, with a clear owner for fixing them.
Your options by SAP product
| SAP product | Typical approach | Watch out for |
|---|---|---|
| SAP S/4HANA (Public or Private Cloud) | SAP's e-document capabilities for Singapore, connected to an accredited Access Point | Release level and required SAP notes; custom invoice types |
| SAP ECC 6.0 | Integration with an Access Point provider, often through SAP Business AI Platform (BAIP) integration or middleware | ECC mainstream maintenance ends 31 Dec 2027 — design it to be reused after migration |
| SAP Business One | Add-on or connector from an Access Point provider | Version compatibility and per-document pricing |
A 6-step plan
1. Confirm your date
Work out your total annual supplies and find your wave. If you are a new or voluntary GST registrant, you may already be in scope.
2. Choose an Access Point provider
Pick an IMDA-accredited provider that supports your SAP product, your invoice volumes and both sending and receiving.
3. Clean your master data
Add UENs and PEPPOL IDs for customers and suppliers, and check every GST tax code maps to a valid e-invoice tax category.
4. Map your invoice types
Cover tax invoices, credit notes, debit notes and any self-billing. Edge cases — foreign-currency invoices, partial credits, intercompany billing — cause most test failures.
5. Test end to end
Send test invoices to real trading partners and confirm IRAS transmission, rejections and status updates flow back into SAP.
6. Go live and monitor
Run a hypercare period with a daily rejection report, then hand monitoring to your SAP support team.
InvoiceNow and your S/4HANA plans
The pattern SAVIC sees is consistent: companies that treat InvoiceNow as a separate project often build it twice — once on ECC, again on S/4HANA. If an S/4HANA move is on your roadmap, decide the order first. See ECC to S/4HANA migration options.

Frequently Asked Questions
When does InvoiceNow become mandatory in Singapore?
It depends on your business. New voluntary GST registrants have been required to use InvoiceNow since 2025–2026. For everyone else, IRAS has announced a phased requirement: 1 April 2028 for new compulsory registrants and existing GST-registered businesses with annual supplies of S$200,000 or less; 1 April 2029 for supplies up to S$1 million; 1 April 2030 for supplies up to S$4 million; and 1 April 2031 for all remaining GST-registered businesses.
What is InvoiceNow?
InvoiceNow is Singapore's nationwide e-invoicing network, built on the international PEPPOL standard and run by IMDA. Businesses send and receive structured e-invoices through accredited Access Point providers. Under the GST InvoiceNow Requirement, invoice data is also transmitted to IRAS.
Does SAP support InvoiceNow?
Yes. SAP S/4HANA, SAP ECC and SAP Business One can all send InvoiceNow e-invoices. The usual approach is to generate the e-invoice from SAP billing documents in the PEPPOL format and send it through an accredited Access Point, either with SAP's own e-document capabilities or through an integration with an Access Point provider. The right option depends on your SAP release and invoice volumes.
Should we set up InvoiceNow before or after moving from SAP ECC to S/4HANA?
If you plan to move to S/4HANA before your InvoiceNow date, build InvoiceNow on S/4HANA as part of the migration so you only do it once. If your InvoiceNow date comes first, connect ECC through an Access Point integration that can be reused after migration. Remember that SAP ECC mainstream maintenance ends on 31 December 2027.
How long does an SAP InvoiceNow project take?
For a single Singapore company code with standard invoice types, a focused InvoiceNow project typically takes 6 to 12 weeks, including Access Point onboarding, invoice mapping and testing. Multiple entities, self-billing or high volumes add time.
