Key dates

When UAE E-Invoicing Applies to You

UAE e-invoicing goes live on 1 January 2027 for businesses with annual revenue of AED 50 million or more. Smaller businesses follow on 1 July 2027 and government entities on 1 October 2027. Before your date you must appoint an Accredited Service Provider (ASP), which sends your invoices over the Peppol network and reports tax data to the Federal Tax Authority (FTA).

The system covers B2B and B2G invoices. B2C invoices are out of scope for now.

  • 30 Oct 2026Businesses with annual revenue of AED 50 million or more must have appointed an Accredited Service Provider (ASP)
  • 1 Jan 2027E-invoicing mandatory for businesses with revenue of AED 50 million or more
  • 31 Mar 2027Businesses below AED 50 million, and government entities, must appoint an ASP

  • 1 Oct 2027E-invoicing mandatory for government entities

Missed the 30 October Deadline?

If your revenue is AED 50 million or more and you have not appointed an ASP yet, do it now. Under Cabinet Decision No. 106 of 2025, not appointing a provider can attract a penalty of AED 5,000 for each month of delay. Go-live is still 1 January 2027, so the SAP integration should start in parallel with the ASP contract, not after it.

Below AED 50 million? You have until 31 March 2027 to appoint a provider and 1 July 2027 to go live. That is enough time to do it properly if you start this quarter.

How it works

The UAE Five-Corner Peppol Model

Your SAP system never sends invoices straight to your customer or the FTA. Every e-invoice goes through accredited providers on the Peppol network.

CORNER 1

Your SAP system

SAP S/4HANA or SAP ECC creates the invoice data.

CORNER 2

Your ASP

Your Accredited Service Provider validates it and converts it to the UAE Peppol format (PINT AE).

CORNER 3

Buyer's ASP

The invoice travels over the Peppol network to your customer's provider.

CORNER 4

Your customer

Your customer receives the e-invoice in their own system.

CORNER 5

FTA

The ASPs report the tax data to the Federal Tax Authority.

What is in scope

  • Business-to-business (B2B) invoices
  • Business-to-government (B2G) invoices
  • Credit notes
  • Business-to-consumer (B2C) invoices are out of scope for now

Penalties to know

Cabinet Decision No. 106 of 2025 sets penalties for e-invoicing violations, including AED 5,000 per month for not appointing an ASP on time, and per-invoice penalties for failing to issue or transmit e-invoices. Check the decision for the full list.

What we do in SAP

From Readiness Check to Go-Live

SAVIC is an SAP partner, not an ASP. We get your SAP system ready and connect it to the provider you appoint.

01

Readiness check

We review your SAP version, invoice types, master data (TRNs, addresses) and output processes, and confirm which date applies to you.

02

Choose the route

SAP Document and Reporting Compliance or a third-party ASP connector. We set out the trade-offs for your SAP landscape so you can appoint a provider.

03

Map and connect

Map SAP billing and accounts-payable data to PINT AE fields, fix data gaps and connect SAP to the ASP you appoint.

04

Test and go live

End-to-end tests with your ASP for invoices, credit notes and rejections, then go-live and hypercare.

SAP ECC 2027

Build It Once

SAP mainstream maintenance for ECC 6.0 ends on 31 December 2027, the same year UAE e-invoicing becomes mandatory for most businesses. If you are still on ECC, we design the e-invoicing integration so it carries over to S/4HANA instead of being rebuilt.

ECC to S/4HANA Migration
Readiness checklist

Seven Things to Check Now

  • Know your revenue band and your two dates: ASP appointment and go-live
  • Appoint an ASP from the Ministry of Finance's accredited list
  • Clean customer and supplier master data: TRNs, legal names and addresses
  • List every invoice type SAP produces, including credit notes and self-billing
  • Decide how SAP will handle rejected or failed invoices
  • If you are still on SAP ECC, decide whether to build now or as part of your S/4HANA move
  • Plan end-to-end testing with your ASP before your go-live date

FAQs

UAE E-Invoicing and SAP — Frequently Asked Questions

When is e-invoicing mandatory in the UAE?

Under Ministerial Decision No. 244 of 2025, as amended by Ministerial Decision No. 66 of 2026, businesses with annual revenue of AED 50 million or more had to appoint an Accredited Service Provider by 30 October 2026 and must issue e-invoices from 1 January 2027. Businesses below AED 50 million must appoint a provider by 31 March 2027 and comply from 1 July 2027. Government entities must appoint a provider by 31 March 2027 and comply from 1 October 2027. Always confirm your dates with the Ministry of Finance and the FTA.

We missed the 30 October 2026 ASP deadline. What should we do?

Appoint an Accredited Service Provider as soon as possible and start the SAP integration in parallel, because go-live for businesses with revenue of AED 50 million or more is 1 January 2027. Under Cabinet Decision No. 106 of 2025, not appointing a provider can attract a penalty of AED 5,000 for each month of delay. SAVIC can run a readiness check in the first week so the SAP work is not the reason you miss go-live.

Is SAVIC an Accredited Service Provider?

No. SAVIC is an SAP partner. We prepare your SAP system and connect it to the Accredited Service Provider you appoint. The list of accredited providers is published by the UAE Ministry of Finance.

Does UAE e-invoicing work with SAP ECC, or do we need S/4HANA?

Both can be connected to an Accredited Service Provider. SAP ECC mainstream maintenance ends on 31 December 2027, so if you plan to move to S/4HANA soon, we design the e-invoicing integration so it carries over and is not built twice.

What format does the UAE use for e-invoices?

The UAE uses a Peppol-based model with five corners: the supplier, the supplier's provider, the buyer's provider, the buyer, and the Federal Tax Authority, which receives the tax data. Invoices use the UAE Peppol specification, PINT AE.

Does this apply to Saudi Arabia (ZATCA) too?

No. Saudi Arabia runs its own e-invoicing programme under ZATCA, with different rules and technology. This page covers the UAE only.
